I can't activate Photoshop on new PC as I get an activation limit message

I installed Photoshop CS-6 (stand alone purchase) on new computer but when I open the program I get an activation limit reached message. When I check my Adobe account it says that no devices are activated. I did deactivate Photoshop on my previous computer but I still get the same activation limit reached message. How do I resolve this?

When I check my Adobe account it says that no devices are activated.

That refers to Creative Cloud apps, not Creative Suite apps.

This old version of Photoshop (launched in 2014) may not be compatible with recent OS, it may be time to upgrade your software to match your new computer.

The software still works on Windows 11. It just won't activate

    Adobe does not reset activations.

    Try the steps here:
