I can't create new file in Photoshop CC 2017

Hi everyone. When i click on the file-new or press Ctrl+N, almost all of the buttons on menus become unclickable and nothing happens. How can i fix it?

If your preferences are not saving check that your user id file permissions allow you to write into your user ID Photoshop preferences folder.

I was able to fix this by going to Edit > Preferences > General and then selecting Use Legacy "New Document" Interface.  Also, I don't have the same new dialog screen that JJ Mack is showing.  That is actually the first time I've seen it.

I get the new "New Document" dialogue window, but no combination of settings selected there result in being able to create a new doc. That is, hit "Create new" then his "Create" in the window that comes up. Nothing.

Unfortunately, JJMack doesn't offer any context (Windows, Mac OS, preferences set in the context of the system management, a preference set in Photoshop); so even though that solution sounds on target, it's useless as written. I've checked all the preferences I am aware can be set on a Windows 10 computer, and nothing works.

If resetting your Photoshop Preferences does not fix your problem you have an installation problem. Use the Creative Cloud Cleaner Tool to solve installation problems

I was having the same issue and my Creative Cloud app would not open.  I restarted the computer, updated the recent release for Photoshop CC 2017 and was able to open Photoshop with no more issues.

It could be that the New dialog is off screen. Try deleting you preferences, and see if it shows up.

My preferences is not saving by the way. My color theme was black but it changed to white itself than everytime i changed it to black it didn't save. When it updated to 2017 it give me an error about permission. I changed permissions of the folder of photoshop in appdata/roaming than it opens but i couldn't create a new file, everytime i tried to create a new file almost all the button become unclickable like described in this post; Can't create new file in Adobe Photoshop CC 2017 version

Are you using the new dialog or the classic dialog? A screen capture would help use see what you are writing about.  Here is what I see for the new dialog.
