I loaded my ABR brushes this way:

    1. Click on the Paint Brushes icon on the right side of your workspace. The will open Brush Presets.
    2. Click on the Preset Manager icon at the bottom of Brush Presets. This will open Present Manager.
    3. Select Preset Type Brushes (if not already selected) and click on the Load button. This should open your Presets Brushes folder in your Application folder. You will need to add the brushes you wish to load to that folder if they aren't already there.
    4. Select your brushes and click Open. This will take you back to the Preset Manager and your brushes will load.
    5. Click Done and you're ready to use your brushes.

Double click the abr file from outside Photoshop.

Or place the abr file in the relevant location.

We need to know your Photoshop version and operating system to give more specific advice.

Using tool presets (TPL files) for brushes gives you more options when designing the brush, so if these are TPL files it is likely that it would not be possible to supply them as ABR files. John Derry is the man for this, but his brush tool presets might be version specific.

So you need to download the TPL files, open the Tool Presets panel, and click on the panel options in the top right corner. After you load the TPL file(s) you downloaded, the brushes will appear in the Tool Presets panel.

Incidentally, my preferred way of using ABR files is to place them in the App Data folder hierarchy.  This is my Windows file path, but if you are a Windows user, you probably don't have a User called Trevor

    C:\Users\Trevor\AppData\Roaming\Adobe\Adobe Photoshop CC 2015\Presets\Brushes

If you have a lot of brushes, then you might want to do rename them as I have, putting them in alphabetical order grouped by brush type.  Note: you need to make Hidden files viewable in Folder Options to be access the App Data folder.

    TPL are Tool Presets.

In photoshop if you select the Brush Tool, you want to load brush sets (abr) using the Brush Preset Picker in the tool options bar
