i cant find a download link for photoshop 2018 that works

i have a really high end pc with a 3800x amd processor and a 2700ti graphics card but for some reason photoshop 2021 is still super laggy on my computer. its laggy on startup, it lags when i draw with my workspace open it lags when i select stuff and drag it, and it lags using multiple layers someone please help
