I get while Adobe is testing out this new Generative subscription model, things may be in flux, but charging credits for generative fill in PS is a little beyond. I am using it as an enhanced clone tool, not an image creator. Please rethink this aspect for your standard plan.

@JeffSDS I think their logic is that by keeping credits on the 'Standard' plan, they can keep the monthly subscription price from doubling for everyone. It's essentially a 'pay-for-what-you-use' model so that hobbyists aren't subsidizing heavy AI power users. It’s also an energy issue; It’s wild, but some estimates show that a single AI generation uses about 10x the energy of a Google search. Adobe would have to throttle usage to keep their data centers from overheating and becoming unsustainable.
