Photoshop error 11 usually indicates corrupted configuration files, a incomplete installations or licensing problems.

In a first step try to reset the Photoshop preferences

    https://helpx.adobe.com/ie/photoshop/using/preferences.html#Manually

Remember to back up your settings before doing the preference reset

    https://helpx.adobe.com/ie/photoshop/using/preset-migration.html

If this doesn’t help I would try a manual complete deletion of the settings. Manually removing the preferences files is the most complete method for restoring Photoshop to its default state.

This method ensures all preferences and any user presets which may be causing a problem are not loaded. Please follow the steps below:

    1. Quit Photoshop.
    2. Navigate to the preferences folder of Photoshop.
MacOS: Users/[user name]/Library/Preferences/Adobe Photoshop [version] Settings
Windows: Users/[user name]/AppData/Roaming/Adobe/Adobe Photoshop [version]/Adobe Photoshop [version] Settings

Note: This folder is hidden by default. To access files in the hidden user Library folder see the appropriate links below.
MacOS: How to access hidden user library files.
Windows: Show hidden files and folders in Windows
    3. Move the entire Adobe Photoshop [Version] Settings folder to a safe place on your drive for a back-up of your settings.
    4. Then delete this folder.
    5. Open Photoshop.

Photoshop creates automatically the appropriate settings folder with the default values.

After this you have to restore your personal settings, actions and on from the saved settings folder.

If this also doesn’t help a complete and clean reinstallation should be the best option.

    Follow the steps below:

If you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here,    https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

Do you have see and read my note?

I don’t use MacOS and so I can’t chwck this on my system.

On my Windows machine I see this appropriate folder after I enabled the display of hidden files and folders.
