Icons flashing, screen freezing, app totally unusable

I've tried several times now, including last year and now this year. I start with a fresh download and install of Photoshop from the cloud. When I run it, I can't even open a file before the icons all start flashing, the pointer freezes, basically it goes cuckoo banana-pants. Tried full uninstall and re-install, no change. I have never seen anything like this with Photoshop or any other program. It's unusable, and it makes me feel stupid that I keep paying them to try again. Does anyone know what is going on?

I'm on Windows 10 Home, 22H2, OS build 19045.4651. System is a DELL XPS 8700. My most recent attempt is with Photoshop 2024, version 25.11.0.706.

Thanks for posting that. Unfortunately, it did not help. I gave up after multiple attempts and paying hundreds of dollars for a subscription that I was never able to use. I have nothing good to say about Adobe anymore.
