Icons in Toolbar not showing

The icons in the tools menu disappeared as per screenshot.

I've tried to uninstall numerous times to no avail.

I've also tried removing Photoshop (and all Adob dependencies) using the Creative Cloud Cleaner tool and reinstalled from scratch - issue still persists.

Photoshop version: 25.0.0 Release
