icuenv64.dll not found

After photoshop was installed on my new computer I get the following messge when trying to open Photoshop: The code execution cannot preceed because Icucnv64.dll was not found. Reinstalling the program may fix this problem. Because of this problem I have to reinstall Photoshop each time when opening Photoshop. Any help would be appreciated.

Hi @xjken_6469, you landed on a thread that is five years old (and, unfortunately, without any solutions so we don't know what happened). My suggestion is to completely uninstall and reinstall Photoshop. BUT, make sure you use the Creative Cloud Cleaner tool to remove all traces of the software before a fresh installation.
