Image Files won't come up in either PS2023 or 2024.

PS 2023 and 2024 won't open some of my image files.  It does not matter their extensions (.jpg, .JPG, .tif, .psd).  The images are not corrupted.  I tried unchecking Graphic Processor in Preferences>Performance  and restarted my computer but that didn't work.  I was just retoucing some photos yesterday in PS2023 and all went well.  Does this have something to do with the Cloud?  I looked at other image files and most of them opened fine.  Does anybody have any suggestions?   An Error Report is not avaialbe to me to send in.  Thanking everyone in advance.
