Create at the smallest pixel width/height, particularly so for live text layers and choose the appropriate text rendering for small text (sharp, smooth aliasing/anti-aliasing).

​@romantic_mindsetd999, I think WebP maximum-quality produced files are about 50 percent smaller than JPEG or PNG. If your portal's backend can't serve .webp files, use JPEG with quality at 85 to 100 percent for photos and PNG-24 for graphics needing transparency. On dimensions, be sure to export the file at the actual display pixel size (or 2× for retina). For example, don't export at 4000 px wide if the banner is only going to be displayed at 1200 px. You can also use something like https://compressor.io/ to see if you can get the files even smaller without loss.
