image size not working

I'm trying to resize my image by 25%, but when I try it goes to 99,9%.

When I try resizing by pixels it won't do that at all.

I have Resample checked.

I have been working with Photoshop for 30 years and have never had any problem with this.

Fixed! The solution was rather simple. I uninstalled all my Adobe apps and reinstalled them and that solved the problem.

I think @Stephen Marsh has the right answer. If typing in 25% suddely gets changed to 99.9%, this has to be corrupt preferences. Inexplicable and weird behavior is precisely what corrupt preferences do.

Perhaps you need to reset preferences (first backup custom actions, brushes, patterns and other presets).

This usually happens when percent resizing hits rounding issues or the image has unusual dimensions/units. Try:

Check Image Size settings: make sure Width/Height units are set to percent.
Uncheck ‘Constrain Proportions’ temporarily and try 25%.
Double-check the canvas size — if it’s very large or has non-standard resolution, small percent changes can round weirdly.
Alternatively, try resizing by pixels: calculate 25% of width/height manually and enter exact numbers.
