Images Lose Quality When Scaling Down

I've create two circular shapes (in a letter size project) that are meant to be a logo.

When I use this logo in the website and size it down, it loses it's quality.

I've exported the logo in DIFFERENT formats and can't achieve 

Can someone help me with this?

Scaling down a pixel image will lose quality. That's pretty much the definition of a pixel image.

 

The industry standard for logos is to create them as vector files, which can be infinitely scaled without quality loss. That means Illustrator. For web use, save out to SVG, which is the standard web vector file format.

What is the final size that it needs to be, in pixels? This is an important factor related to how good it can look. PECourtejoie asked this question earlier, but it was not answered yet.

Hi, what is the start size and the target size? Which scaling algorithm is used? Bicubic auto?

Honestly, I don't have much time using Adobe Illustrator.

But I created the logo shown above only using shapes, and when I found it appealing, I exported it in different formats to not lose its quality when sized down. But could not accomplish it.
