Import/Paste image without resizing

I hope I can explain this where it makes sense. I have several badges of different sizes and shapes. What I want to do is to get them into photoshop with their exact dimensions so I can cut recesses in wood for them to fit down into. I think once they are in PS I can accomplish what I want but how do I get them in therewith the exact dimensions?  If I take a photo of each badge and cut and paste the image into PS the dimensions won’t be exact.  I’m dealing with some pretty tight tolorances here. Any suggestions?

    Photoshop doesn't work with dimensions. It works with pixels only - print size is secondary metadata.

    When you paste, the pixels align to the pixel grid in the base document.

    If the resolution in both documents is set to the same ppi value, the relative sizes will be accurate.

    A way around this is to work with Smart Objects, but that means the original pixels get resampled when you rasterize for output.
