Import Video Frames to Layers error

I am using the latest version of PHOTOSHOP and it's fully updated. When I am trying to import video frames to layer it shows the following error.

Could not complete the Video Frames to Layers command because the file could not be opened.

I have tried both version beta as well as regular photoshop.

Kindly help to resolve this issue.
