In the text tool, whenever I type - between numbers, like in a phone number, it swaps the numbers around. For example, 123-456-7890 becomes 7890-456-123.

Please share more details, including the version of Photoshop and the Windows operating system, along with screenshots and video recordings of what you see.

At this point, try disabling the following option in the Type settings:

Uncheck ‘Automatic Detection of bulleted and numbered lists while typing’ and restart Photoshop.
