Inconsistent Stroke border thickness

This has been bugging me for some time. I post photos of mine online with a border. The border is actually a stroke filled with a gradient. I have created a Style that specifies the width in pixels. In the current case, 18 pixels.
I first create a Layer from the flattened Background image.
I use an action named "Web Prep" to prepare the image I will post.
The action first uses "File-Automate-Fit" to specify the long dimmension of the image.
Then "Image-Canvas Size" to expand the canvas by the width of the border. So far so good.
Next the Style is invoked which applies the inside gradient stroke which is supposed to be 18 pixels.
But it usually isn't. It can be wider or narrower. I suspect this has something to do with the original size, aspect ratio, or resolution.
My work around is to insert a "STOP" in the action and manually change the stroke width. I have done this hundreds of times over the past couple years. What, if anything, am I doing wrong?
