insert a space script

I would like to add empty space between the top and bottom cuts of the cartoon. Is it possible to make this into a script?
There are many layers.

I would like to approach this by selecting and moving the layer in the selection area, but I am not sure if it is possible.

What do you mean by "cuts"? Is this an animation or a comic strip-style illustration? Do you use a template file for your framing?
