Instagram Story Effect in Photoshop or Lightroom

Hi

 

I am very new to Photoshop and Lightroom.

 

I keep seeing an effect (attached) and wonder if anyone knows what app it is or has this been created on photoshop and how, please.

Collages are easy to create using Photo Collage Templates and scripts.

Photoshop Photo Collage and Mockup Toolkit. 

 

 

Do not try using Photoshop Frame tool it has problems.

That look like a composite made by placing Images on top of a background image. Menu File>Place...
