when I try to download photoshop from this page https://www.adobe.com/apps/all/desktop
I get a message saying "you need to update your system"
below are the characteristics of my know
same thing when I try to download premiere pro.

The last time I heard about this, was when a Windows user kept being directed to a Mac download. Try a different browser if this is what's happening.
Don't install the applications directly! You need to install the Creative Cloud desktop app first. That's your application manager, and that's where you install/update/uninstall the individual applications.
