Is it possible to fix a point and then rotate a transform box around that fixed point

Imagine that you have a transform box with small squares (handles) in each corner.  Is it possible to fix the position of one of those corner squares and rotate the entire transform box around that fixed position?

    Set the Reference point either via the Options Bar or manually (by alt-clicking).
