Is it possible to open photoshop window automatically through a plugin?

I am programming a plugin for photoshop. Is it possible to open photoshop's "export as" automatically through a plugin? I have read in the document below but I can't find any api that supports opening any windows. I do not speak English very well so I used google translate, hoping that everyone can still understand.

I would think open a document  or creating a new document would open a new photoshop image window and a plug-in of course can create its own UI window. Action and scripts can use Photoshop features interactively.  Put the user temporary in control of an export as step.  I would think a plug-in would also be able to do that. Many Photoshop Features like scripting is a plug-in.
