Is there a setting to center rows in New Guide Layout like there's an option to center columns in Photoshop?

I’m having trouble quickly making a New Guide Layout that centers the rows the same way that centering columns works. 

My first screenshot shows my settings in the New Guide Layout screen, while the second shows the type of grid layout I am trying to quickly create. Currently, I am adding the horizontal lines manually. 

My document settings in the screenshots are 3.75in x 2.25in at 600dpi. The example is for business cards with a bleed, but I’d like to be able to use the New Guide Layout this way for any other file size that requires a bleed. 

I am working in Photoshop v27.6 on a Windows 11 computer.
