SO PHOTOSHOP KEEPS DEFAULTING TO DEAFAULT KEYBOARD SHORT CUTS AND DISCARDING MY CHANGES SO HOW DO I SAVE AND REUSE MODIFIED KEYBOARD SHORTCUTS

If you are losing them, save with a custom workspace.  It's an incredibly useful feature.  Same thing with the Toolbar and menus.  

It lets you repurpose shortcuts according to context and what you are doing. 

 

I've never done it (but might now I am talking about it) you can trim down menu contents to remove functions you never use. (turn off the Eye icon to hide a function)  If you ever need the full set, switch to the Essentials workspace that has all the defaults.

Not sure what the problem is - you have an active button to save a new set of shortcuts. That's the one you need.

 

You can also save shortcuts as part of a whole workspace, that can sometimes be even more convenient.

 

If you choose a shortcut that is already taken, you'll get an option to override and replace the old shortcut. Just hit enter.

saving is not problem or over wright. problem is it defaults back. also how i use the saved shortcuts if and when it goes to default

Create a new shortcut set. (first screenshot)

After doing your changes, click the Save button. (second screenshot)

 

In the future, please don't post in ALL CAPS.

It's hard to read, and is considered shouting.

i wanna over wright them  and stay like i want them to be davinci does this pretty good why cant adobe do it

Make sure your new shortcut hasn't already been assigned to another one. Try setting up your own Set
