Thanks for reaching out, and I completely understand how confusing it can be when the Timeline or animation playback doesn’t respond as expected. Based on what you’ve described, it sounds like you’re trying to create a frame animation in Photoshop but can’t get the “Create Frame Animation” option to activate.
Here’s a quick walkthrough that should help.
• Go to Window menu > Workspace > Motion to make sure the Timeline panel is visible.
• In the middle of the panel, you’ll see a dropdown. If it says “Create Video Timeline”, click the small arrow beside it and choose “Create Frame Animation” instead.’
• Now click again on the “Create Frame Animation” button. This step is key, as it activates the first frame.
• Once the first frame appears, open the Timeline menu (the three- or four-line icon in the upper-right corner of the Timeline panel).
• From that menu, select “Make Frames from Layers.” This will automatically generate frames from each visible layer in your document.
• You can then adjust timing, looping, and frame order before pressing Play (or the spacebar) to preview the animation.
