Large JPEG size no matter what dimensions

Hoping to get some help here.

Saving as jpeg, no matter what resolution or document size gives me a file that is roughly 42mb.

No matter what I change including image quality the files size stays.

3000x3000 at 300dpi - 42mb

600x600 at 300dpi - 43mb

Interestingly when I go into the image size pop up it suggests that my image is only 16mb

Do I have metadata bloat in the original PSD?
