I am using photoshop 25.3.1 on Windows 10. I have multiple layers and I want to control cropping and brightness on a selected layer. When I crop, all layers are cropped. How do I prevent other layers from being cropped. I know this is elementry but I cannot remember how to do this

The crop tool always crops the entire document, so it isn’t the tool to use for this. If you want to hide part of any layer, select that layer and add a mask to it. It can be a pixel mask (mark the masked area by painting pixels) or a vector mask (mark the masked area by drawing a vector path).
