Layer effects invisible

Question

I want a layer to be transparent but also have visible layer effects

Attached are three screenshots that hopefully explain what I mean

**There seems to be some chatter that simply turning fill to 0% would solve my problem. But that is not the result I’m getting

You are correct in setting Fill to 0% but also, in Blending options, ensure that ‘Transparency Shapes Layers’ is checked.Dave
