Linked library graphics updated in Illustrator don't update in Photoshop file when changed

I have a PSD file with lots of linked library graphics.  Some have the yellow exclamation symbol over the cloud symbol, but some don't. Either way, none of them update when I open the file.  And none of them will update when I run "Update All Modified Content"; that doesn't do anything.  I have to manually do a "Relink to Library Graphic..." one by one.  (And the relinking workflow is not optimized well.)

Running Photoshop 23.0.1 on Windows.

I need to be able to iterate quickly and in an agile fashion. Lots of issues with library graphics lately.  It's costing me a ton of time.

    Damn, well I searched this forum for exactly this issue, I'm happy to learn I am not the only one impacted by this issue and annoyed by it, but I'm alarmed to see this post is from 2.5 years ago. 😬

    Disappointing the system does not work as advertised.
