"Liquify tool", I get the following error message "The "Liquify" command could not be used."

When I work with the new "Remove tool" in Photoshop 25.1.0 for a while and then want to work with the "Liquify tool", I get the following error message "The "Liquify" command could not be used."
If I then restart Photoshop, the "Liquify tool" works again. But only until I have worked with the "Remove tool" again for a while.

I have already reset the default settings in Photoshop.

My computer configuration: i9-12900K, 64 GB Ram, Nvidia GeForce RTX 3060 (12Gb), SSD-1TB + SSD-500GB, Windows 11.

Please describe the images (not the content, but pixe dimensions, bit depth, …)? 

What about when you use the Liquify Filter without GPU acceleration?
