Mac 27.8.0 wand tool doesn't work

mac, M1 MacOS 26.5.2 

Adobe PS 27.8.0 

Wand tool is not working. I have it sampling 3x3 pixels with a tolerance of 10. No matter what setting I use, using the wand tool selects the entire image. I’ve tried several images. I’ve opened and closed PS. 

It’s just all of a sudden very broken. I try quick selection, and that too is ignoring vastly different colors and it’s just acting like a marque tool.
