macOS 27: Photoshop brush cursor reverts to arrow; external-display reconnect clears it

After upgrading to macOS 27, Photoshop's brush/tool cursor frequently reverts to the default macOS arrow when I move the pointer or drag on the canvas. It affects both a Wacom/Cintiq pen and an ordinary mouse, and also reproduces in a new blank RGB/8 document. Losing the brush outline interferes with drawing.

ENVIRONMENT
• MacBook Air, Apple M5, 24 GB RAM
• macOS 27.0, build 26A428
• Photoshop 27.9.1, build 20260803.r.1, native arm64; also occurred in 27.10.0 before downgrading
• Wacom DTK246: main display, 2560 × 1440 at 60 Hz, scale 1
• Dell U2725QE: extended display, logical 2560 × 1440 at 120 Hz; Photoshop reports 5120 × 2880 backing resolution, scale 2

OBSERVED REPRODUCTION
1. Use Photoshop with both displays connected.
2. Open or create an image, select the Brush tool, and move or draw on the canvas.
3. Once the fault is present, the tool cursor repeatedly becomes the macOS arrow.
The exact initial trigger and time to onset are unknown. Connecting both displays alone does not reliably trigger it.

Expected: The selected tool cursor remains appropriate while moving and drawing, subject to the chosen cursor preferences.
Actual: The default macOS arrow replaces the tool cursor during movement/drawing.

TROUBLESHOOTING RESULTS — 18 SEPTEMBER 2026
• Downgrading 27.10.0 to 27.9.1 did not solve it.
• A previous full Photoshop preferences reset helped briefly, then it returned.
• Disabling macOS “Shake mouse pointer to locate” did not resolve it; pointer size/colors were already standard.
• Disabling Photoshop “No Cursor While Painting” did not resolve it.
• Closing Super Lasso and Jesus Conde Tools panels did not resolve it. This was not a full plugin unload.
• Temporarily pausing Dropover did not resolve it.
• Disabling “Use Graphics Processor,” quitting/relaunching Photoshop, verifying GPU off, and testing a new document did not resolve it.
• Temporarily pausing the user-session Wacom TabletDriver, WacomTouchDriver, WacomTabletDriver and Logitech Options+ agent did not resolve it with mouse/trackpad input. Lower-level drivers and system helpers were not unloaded.
• Safe Mode has not been tested.

SUCCESSFUL RECOVERY
Physically disconnecting only the Dell display, leaving the Wacom connected, restored the correct cursor. GPU acceleration, original cursor preferences, both plugin panels, and all paused processes were then restored. Photoshop was relaunched and the cursor still worked. Reconnecting the Dell also left the cursor working, with Wacom at 60 Hz and Dell at 120 Hz. No macOS restart/logout or refresh-rate change was required. This cleared one occurrence; long-term recurrence and repeatability of the recovery remain unverified.

LOG OBSERVATION — NOT A PROVEN CAUSE
WindowServer/CoreAnimation repeatedly logged “Cursor disabled: failed set_cursor_surface” during the affected session. However, the same message appeared after display reconnection while the cursor worked, so it is not a reliable one-to-one indicator of this bug.

Please investigate Photoshop tool-cursor updates and their interaction with macOS display/cursor state. These tests do not establish whether the underlying defect is in Photoshop, macOS, or another component, nor whether refresh rate, scaling, or display connection state is the trigger.
