Making proof cards in photoshop

 I am a school photographer and I make up my own school proof cards using a combination of photoshop 2021CC and an old version that supports 'picture packages'. The job I do is to creat a background order sheet and then using picture packages I add a different head shot to produce a class set of individual proof cards. Unfortunaetly on the newer versions of photoshop you cannot get picture packages and so I want to know if there is any way I can do this task without picture packages?
