Marquee selection tool is behaving like move tool after I transform it

Every time I attempt to use the Marquee selection tool and attempt to resize it with the transform tool it silently becomes a move tool and enlarges/shrinks or moves the pixels in the selection. This even happens on locked layers. I have tried with spring loaded tools enabled and disabled and i have reset the tool. I have tried with my Wacom pen and my mouse and I have also tried with 2 different keyboards so I do not think it is my attachments.

I am on 27.11.0

on a Windows system running

Windows 11 Home Insider Preview

Version 26H2

If you don’t want to actually affect the pixels inside the selection and just transform the selection marquee itself, then use Select>Transform Selection.

Cntrl+M —> Cntrl+T no longer allows you to transform a selection?

It transforms (and moves) the pixels inside the selection, but not the selection edge. For that, use Select > Transform Selection.

Nothing has changed. This is how it has always worked.
