Marquee tool not working

Whenever I try to use my rectangular marquee tool, I get this:

I am using version 27.8.0 on a Win 11 machine. I have been careful to make sure the correct layer is selected. I have no trouble with the lasso tools or select and mask, or with the other marquee tools. What is happening here?
