Marquee tools make a black border

The ouline is black, then changes to the usual white dashed outline after I make the marquee. I cannot see the marquee when I am making it, as most of my images have black backgrounds. This just started today. I am on an iMac, Sonoma 14.0.

    I restarted my computer, and that solved the problem.
