Menu bar not visible, system is buggier after the newest update (MacOS)

At first Photoshop took away my tool bar. I went to Window to restore the tool bar at it's default state. Once the basic tool bar was restored, it took away my project names. I switch between multiple photoshop files and boards to create work for high profile clients. This is affecting my ability to produce work quickly which is a need for the company I work for. 

 

Since the new update, photoshop has shut down on me when I am doing much more basic tasks than I have previously. It has shown the rulers on other screens that does not have the photoshop app running when I switch displays. The chrome page being layered on top of photoshop as I type this message has made all disapper except the rulers and my artboard. There is also no way to close or minimize, those have disappeared and I am not in full screen mode. I have had to quit and restart photoshop several times due to tools acting buggy as well since the update. I was able to deal with that, but at this point it is heavily affecting my work.

Hi, thanks for reaching out! Could you share the version of Photoshop you're using along with your computer's macOS version? Just be clear, did you start experiencing this behavior after updating Photoshop or macOS? It would be helpful if you could share a screenshot or a small screen recording.
