Menu edits do not persist

If I edit a menu via Edit -> Menus to hide items, the hidden items do not persist and reappear in the menu when I restart Photoshop 2025.
How do I get them to stay hidden?

Are you saving the menu customizations with a new name (not Default modified) and also saving your menu with a particular workspace?

I just discovered what the problem is.
The regular menu items save no problem, but apparently not plugin items from the menu.
I'm trying to hide/remove 2024 ON1 plugins from the menu and leave the 2025 versions.
