Merge Down, Merge Visible, Flatten Image - Location Unstable

The Layers menu no longer keeps Merge Down, Merge Visible, and Flatten Image in a fixed location. These options now shift based on context (active tool, layer type, visibility), breaking muscle memory and slowing down professional workflows. This behavior used to be consistent—Merge Visible was always at the bottom. Now it’s unpredictable and disruptive.

Request: Please restore fixed menu positioning or add a preference to lock menu order. This is not a feature request—it’s a regression in usability.
