Can't merge the selected moved object layer with the main layer

Are both layers selected?

Are the layers next to each other?

If both layers are selected, then as Dennis said, if the layers are next to each other you should be able to merge them.

I wonder if the OP is a beginner with Photoshop. I think that not enough people have discovered Google's Ai Overview feature which is every bit as useful as all the Ai Generative image tools we have now.

The way I personally merge layers most of the time is select them and hit F12 which I have set to Create Smart Object. Shift F12 Creates new smart object via copy, F11 is set to rasterize, F10 to trim etc. It saves so much time.

What is your current workflow? How are you trying to merge the layers?

You should be able to select the two layers, and if they are next to each other in the layers panel, merge them using Ctrl e (Cmd e)
