Please suggest 

Modify option in select menu is greyed out in Adobe photshop 2020

If you want to transform, scale, … the Type Layer please use

Edit > Free Transform

(And depending on the transformations/edits you have in mind you may want to consider converting the Type Layer to a Smart Object first.

Edit: Come to think of it the screenshot seems to indicate that you blurred a copy of the image layer destructively – I recommend using two instances of the same Smart object for the sharp and the blurred version and blurring via Smart Filter/s, that way possible future edits of the image like touch up or color corrections will be reflected in both.) 

 

Otherwise please explain what you are trying to achieve exactly.

I’m trying to add a glass effect to text in my design but the modify tool is greyed out and am working in the essentials window

What are you trying to do? 

The menu you showed in the Screenshot is »Select« – is there an active Selection or are you trying to edit the Type Layer?

What specifically are you trying to do? Certain oprions will be grayed-out depending on whether you are on a specific tool (as in your screen capture) and can also be based on color mode, bit depth, and various other factors. The more information you can share, the better.

Modify what? What are doing? We need screenshots. What tool are you using, what are you trying to do, what layers you are working with, etc.

This problem happens to me all the time, even after reseting the prefernces- as I saw in one of the community answers to this problem.

Thank you for the screenshot, as it shows the you have the Move tool and you do not have an active selection. Use one of the selection tools or convert your path to a selection. When you have a selection and see the marching ants you will then be able to modify it.

Is there an active Selection? 

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?
