Cloud saving is optional. You don't need to ever touch it (I never have).

Photoshop installs and works on your machine, saving to your own physical drives if you so choose, just like it always has.

The only cloud aspect is that licensing is handled online through a running subscription. But this is completely separate from Photoshop functionality.
