Mouse wheel scroll speed in layer panel extremely quick

Same as before.

What I noted is that viewport srollwheel zoom works correctly when you do not have zoom with scroll wheel actived (I usually have it on) when you have scroll with mousewheel off. then you just pan up and down the docwith the mousewheel hold shift pan left and right  (who uses that?) And if you hold alt then you zoom in and out with the scrollwheel - and THAT acts normal. So it points not to any mouse driver issue but code.

Seems that instead of having the mousewheel code calling a function to zoom it has instead two unique code sections to handle the zoom (I dont want to look into PS codebase) and one of them has somehow got changed or work diffrently and some external factor affects it)

Still the layer panel scroll more than usual. 
like it seems it scrolls the same amount now regardless of the size of the layers (height)
Like with the standard size it scrolls around 5 layers up or down. and with the smalles thumbnail size which is half the height of each layer it scrolls around 10 layers. I am pretty sure that before it scrolled 5 layers regardless of size.

Like typcial workflow if you have a lot of panels so the layer panel is say 1/3 of the screen is to put the group of layers you use centered and often you add layers that bump down. and then you need to pull upp the list a bit. Now as said it jump like one full page if the panel is 1/3

(personally I dont get why they still never supported keyboard arrow, to quckly step up and down, multiselection with just arrow keys. or at least scroll and that they still dont allow cut and paste is beyond me… :)

27.8 or do you mean 27.7? As I checked now and 27.7 is the latest I have access to. (I live in Spain)
