Move tool not working with selection

So I'm having this issue that I've never had before. . .I have a piece of a layer selected and I'm trying to move just that piece (move tool) yet no matter what I do the entire layer moves instead of just the piece with the selection marquee.

    I didn't realize that the layer wasn't rasterized.
