Move tool stopped working and can't move layers

I updated to 22.3.1. My PC had to restart. Now my move tool won't move anything unless I open Free transform. And I can't move any layers. I've scoured this Help section and tried everything. My Auto-Select is unchecked. I don't have Quick Mask on and I have checked Show Transform Controls. I have closed and reopened the software and there's no change.

I'm desperate now because my deadline is looming! Please help

Its a known issue with the latest Photoshop release:

Adobe is aware of an issue where Photoshop 22.3.1 is not properly detecting the GPU, and have a fix that will be available soon; thank you for your patience.

An earlier version of Photoshop may be installed and used for the time being.
