Moving rectangular marquee selection with mouse

I can no longer move the marquee selection with the mouse, only with the keyboard. The marquee now defaults to the old shift add selection which is driving me crazy. Is there any way around this?

Look in the tool options bar when you have Rectangular Marquee Tool selected and make sure it's set to New Selection
