Hey, @Maryia Dzemchyk. Welcome to the Photoshop Community. I'll help you figure this out.
For Photoshop, changing the language is a two-step process.
1 - Please follow the steps here to get Creative Cloud to install the localized version of Photoshop in your preferred Language.
2 - Open Photoshop > go to Edit > Preferences > Interface > in the Presentation section > set UI Language to French from English.
