My cursor is not precise when drawing with the brush or pencil

Hi all, i have a problem with my cursor accuracy in photoshop. I am using photoshop elements 2021.

I have researched this problem and tried many fixes, including changing the display settings of my monitor, changing to precise cursor settings in photoshop, but my cursor is still not drawing on the correct pixels that i am hovering over! I have attatched a video to demonstrate, any help is much appreciated as this is very frustrating! Thanks!
