My toolbar, and everything else is microscopic

Just migrated from a Windows 7 desktop to Windows 10 with a 4K monitor. Photoshop is working well except that the toolbar, the top strip and the panels on the right are all microscopic. Pull-down menus are fine. How do I restore everything to normal size?

Try this, either on the Photoshop shortcut or Photoshop.exe, right click and select properties and apply the options highlighted here
