Need help opening photos as layers in Photoshop

I am trying to blend photos - I have hte two photos open in Photoshop - I can see the two tabs. When I drag one of the photos on to the onbe that is already open, the second photo opens as a new file and I cannot drag onto the first photo - I am sure it is something in prefrences or the Window menu - Thanks

You can do it automatically from Bridge.

Further to the post from @Trevor.Dennis - even without Adobe Bridge, Photoshop has the "Load files into stack" script as well.

I'm confused. You said you have two photos open, then said one was already open.

If both files are open, Tile them from Window menu > Arrange. Use the Move tool to drag one image on top of the other. If you include the Shift key, the image will be centered. The Layers panel will show each image on its own layer.

To clarify. I opened two photos. They are each shown in tabs at the top of the main window. With one photo displayed on the screen i drag the tab of the other photo but it does not open on top of the first photo. Instead it opens as a seperat window.

Here are some other ways you can copy one image into the other so they are in the same file:

When you drag one image to the tab of the other, don't let go until you continue to drag down into the image. Hold Shift to center the image.
Tile the windows first (Window menu > Arrange > Tile, then drag one image on top of the other (Move tool). Again, use Shift to center the image.
